When 10 or more people have logged the same kind of wait at one place, we publish the figure and write to the service. The letter is public. So is the date, and whether it answered.

A service answers by publishing a right of reply beside its figures, from an address on its own domain. It is published exactly as written. If we have had no reply after 28 days, the page says so: that is a fact too.
